Recovery stages
Traffic returns at 1%, 5%, 25%, 50% and 100%. Each stage has an observation window and required checks.
A failed required check stops the progression and returns traffic to the previous safe state. Results are PASS, FAILED, UNKNOWN or NOT_RUN.
